Dr. Daniel J. Evans, CBCP
Principal & Managing Director
Dr. Daniel J. Evans is the Founder and Managing Director of Nevermore Crisis & Security
Advisors and one of the nation’s leading experts in security risk management, resilience,
and crisis leadership. He has built a distinguished career across the U.S. military, federal and
local law enforcement, and senior roles at top global consulting firms, bringing more than
20 years of operational and strategic experience to clients facing their most critical
challenges.
A U.S. Army combat veteran, Dan served as both an Infantry Officer and later as a Senior
Noncommissioned Officer, leading soldiers in combat during Operation Iraqi Freedom II
with the 3rd Brigade, 1st Cavalry Division in Baghdad and Sadr City. He also served with the
20th Special Forces Group and in multiple leadership assignments throughout the Army
Reserve and National Guard. His military career included roles in information operations,
targeting, and crisis response, providing him with firsthand expertise in leading under
pressure, coordinating across agencies, and navigating complex operational environments.
Following his military service, Dan served as a police officer and intelligence liaison,
gaining
deep experience in domestic law enforcement, counterterrorism, and community safety.
This operational foundation allowed him to transition seamlessly into the corporate
advisory world, where he became one of the most trusted consultants in the fields of
resilience, continuity, and security risk.
Dan’s corporate career includes senior leadership positions with EY, Deloitte, and IBM
Consulting, where he worked with Fortune 100 companies, critical infrastructure operators, and
government agencies.
His advisory practice spans cybersecurity strategy, AI governance, enterprise resilience,
crisis leadership, and converged security risk across both public and private sectors.
At EY, he served as Manager in Consulting, Cybersecurity — Strategy, Risk, Compliance and
Resilience (SRC&R), where he authored the firm’s Physical Security, Crisis, Intelligence &
Assessments methodology, which was deployed across global clients.
At Deloitte, he served as Manager in Advisory, Cyber and Strategic Risk, Crisis &
Resilience, advising corporate and government leaders on cyber strategy, crisis simulation,
operational resilience, and geopolitical risk, including high-profile advisory during the
Russia-Ukraine crisis.
At IBM Consulting, he served as Associate Partner in Cyber Strategy & Risk, Compliance
and Resilience, where he designed and led enterprise resilience, supply chain risk, AI governance,
and cybersecurity strategy programs for some of the world’s most complex enterprises. During his
tenure, Dr. Evans developed specialized expertise in artificial intelligence strategy, generative AI
applications, and cybersecurity leadership, contributing to firm-wide AI transformation initiatives.
In addition to his advisory work, Dan is a published researcher and thought leader in
international relations, homeland security, and risk management. He founded the
International Relations & Affairs Group, which now includes nearly 150,000 members
worldwide, and served as Editor-in-Chief of its peer-reviewed journal. His research has
been cited by the U.S. Naval War College and other leading institutions, and his publications
have shaped thinking on crisis communication, negotiation, collective intelligence, and
global risk.
Dan holds a Doctor of Management in Homeland Security, a Master’s in International
Relations and Conflict Resolution, a Graduate Certificate in Intelligence Analysis, and a
Bachelor’s in Political Science. He also maintains multiple certifications, including Certified
Business Continuity Professional (CBCP), Lean Six Sigma Green Belt, FEMA ICS 100–800, IS-

Carl Herron
Managing Partner & Principal, Security Risk Management
Carl is a nationally recognized expert in law enforcement, crisis management, physical
security, and critical infrastructure protection (CIP), with more than three decades of professional
experience in both public and private sectors. His diverse background spans law enforcement
operations, strategic planning, international special event security, emergency response,
intelligence analysis, and corporate risk mitigation.
Carl began his distinguished career in law enforcement and rose to the rank of Supervisory
Special Agent (SSA) with the Federal Bureau of Investigation (FBI). During his tenure, he served as
the FBI Atlanta Field Office's Crisis Response Supervisor and led the field office's rapid
deployment and response efforts for critical incidents. His responsibilities included managing the
logistical, technical, and operational support for effective crisis response and major event
readiness.
Carl has coordinated security operations for high-profile international and domestic events
such as the 1996 Olympic Games in Atlanta, the 2006 Winter Olympics in Turin, Italy, the Pan
American Games in the Dominican Republic, and the 2004 G-8 Summit in Sea Island, Georgia. He
supervised resources, established command posts, trained personnel, and managed operational
budgets and logistics for these complex missions.
He was the Deputy Olympic Security Facilitator for the U.S. Government's operational
security development team with the United Kingdom (UK) in preparation for and during the 2012
London Olympics. In this role, Carl was responsible for developing and executing the FBI's
Operational Plan and Continuity of Operations Plan, ensuring seamless cooperation between U.S. and
UK security and intelligence services.
Following his retirement from the FBI, Carl transitioned into high-level roles in the
private and nonprofit sectors. He served as the Security Manager for the Georgia Dome, overseeing
security operations for one of the nation's premier sports and event venues. Later, he joined the
North American Electric Reliability Corporation (NERC) as the Principal Critical Infrastructure
Physical Security Advisor, where he conducted extensive physical security assessments and advised
utility providers on regulatory compliance and best practices for critical infrastructure
protection. He was also part of the United States government's operational security development team
to Beijing and Hong Kong.
At Ernst & Young (EY), Carl served as an Advisory Manager, providing strategic consulting
services in security operations, threat assessment, and crisis preparedness across multiple
industries, including healthcare and research institutions. His expertise in evaluating
vulnerabilities and implementing proactive security strategies made him a valuable asset in
government and corporate environments.
Carl is also a seasoned international trainer and instructor. He has designed and delivered
crisis management and special event security training for the Pakistani Federal Police and military,
the Ethiopian Federal Police, and the National Intelligence/Security Service. His global perspective
and ability to build capacity in diverse environments underscore his international security and
resilience training leadership.
Carl is certified under the Federal Emergency Management Agency's (FEMA) National Incident
Management System (NIMS), completing ICS100 through IS800. He is also a former on-air contributor
for CNN (2012–2016), providing expert analysis on counterterrorism, homeland security, and special
event safety.

Rebecca J. Lawrence, Esq.
Principal — Legal, AI Governance & Regulatory Risk
Rebecca J. Lawrence is an attorney and regulatory advisor with experience in legal
governance, regulatory risk, and emerging technology policy. She serves as Principal of Legal, AI
Governance & Regulatory Risk at Nevermore, providing legal oversight and advisory support across
the firm’s governance, resilience, and risk advisory engagements.
Ms. Lawrence is a licensed attorney in both North Carolina and Hawaii, providing
multi-jurisdictional legal insight directly relevant to Nevermore’s client engagements. She leads
legal strategy and client engagement initiatives while advising on governance and compliance
considerations affecting organizational security, resilience, and risk management programs.
She also serves as Nevermore’s lead advisor on AI governance and data privacy risk, helping
organizations navigate evolving regulatory frameworks related to artificial intelligence, data
protection, and information governance. Her work bridges legal, operational, and technical domains to
support the development of compliant and defensible governance programs.
At Nevermore, Ms. Lawrence leads legal advisory support for contracts, teaming agreements,
and regulatory compliance across client engagements. She also serves as the primary legal advisor on
AI-related contractual risk, including vendor accountability frameworks, indemnification provisions,
and regulatory compliance analysis for emerging technology adoption.
Earlier in her career, Ms. Lawrence was selected for the U.S. Department of Justice Honors
Program, where she supported federal legal processes and gained direct exposure to government

Lalita J. Balakrishnan is a Founding Partner and Principal of Nevermore Crisis & Security Advisors and a cybersecurity and governance, risk, and compliance (GRC) leader with extensive experience advising organizations on cybersecurity strategy, enterprise risk management, intelligence operations, and operational resilience. With a unique background spanning military intelligence, cybersecurity consulting, and technical program leadership, she brings a multidisciplinary perspective to helping organizations navigate complex security, compliance, and operational challenges in highly regulated environments.
At Nevermore, Lalita leads cybersecurity, resilience, and risk advisory engagements focused on helping organizations strengthen security governance, improve operational resilience, and navigate evolving regulatory and threat environments. She works with leadership teams to design scalable governance frameworks, conduct integrated cyber and physical security assessments, and develop strategic programs that align security operations with business objectives. Her expertise spans enterprise risk management, compliance modernization, threat-informed security strategy, and resilience planning across both public and private sector environments.
Prior to co-founding Nevermore, Lalita served as a GRC Cybersecurity Consultant at Ernst & Young, where she led enterprise-wide cybersecurity and compliance initiatives for clients across critical infrastructure, technology, and regulated industries. Her work focused on designing and implementing governance programs, conducting integrated cyber and physical security assessments, and advising executive leadership on regulatory risk and operational resilience. She has extensive experience aligning organizations with leading regulatory and industry frameworks, including NIST CSF 2.0, NIST 800-53, NIST 800-171, SOC 2, HIPAA, GDPR, DFARS, PCI-DSS, ISO 27001, ISO 27017, and ISO 42001.
In addition to her consulting expertise, Lalita has developed enterprise risk and control frameworks from the ground up, integrating cybersecurity, physical security, and operational governance into cohesive security programs. Lisa Helmstetter, PE, CEM, LEED AP BD+C
Director of Engineering & Resilience Advisory
Lisa is an accomplished energy and mechanical engineer with over 15 years of experience
transforming complex facilities into high-performing, energy-efficient environments. A licensed
Professional Engineer in North Carolina and Ohio, a Certified Energy Manager (CEM), and a LEED
Accredited Professional (LEED AP BD+C), Lisa brings a highly credentialed and hands-on approach to
every project she leads.
She previously served as an Engineering Project Manager and a Senior Energy Engineer,
placing her at the helm of large-scale federal and commercial sustainability efforts. Most notably,
she has led the energy audit and modeling of more than 7 million square feet of facilities for the
National Aeronautics and Space Administration (NASA), applying advanced energy modeling techniques
and managing comprehensive commissioning processes. Her expertise with energy modeling tools such as
Trace 3D and Trace 700 and a strategic understanding of energy conservation measures position her as
a trusted advisor in the push for carbon reduction and operational efficiency.
Before joining NCSA, Lisa was a Smart Building Consultant who directed strategic planning
and smart building integration for public and private sector clients, including the General Services
Administration (GSA) and WWE. In this role, she guided national initiatives in building automation,
energy dashboarding, and measurement and verification, all while spearheading internal knowledge
development through vendor-led training sessions.
Her earlier engineering roles at DEVITA, Woolpert, and Heapy Engineering reflect a diverse
and technically rich foundation in HVAC system design, facility assessment, LEED certification, and
mechanical engineering project management. Lisa has worked across multiple sectors, including
education, senior living, federal government, and international facilities, bringing
energy-conscious solutions to every project.
Lisa earned her Master of Science in Renewable and Clean Energy from the University of
Dayton and holds a Bachelor of Science in Mechanical Engineering from Northwestern University. She
also studied abroad at the University of New South Wales in Sydney, Australia, expanding her global
perspective early in her career.
In addition to her professional achievements, Lisa is deeply committed to mentorship,
education, and community engagement. She volunteers with Faith, Hope, Love, a mentoring
organization, and serves as the Executive Board Secretary and Chair of the Events Committee for the
Shepherd’s Center of Charlotte. Her leadership also extended into athletics, where she served as

Teale Marchette
Director of Client Engagement
Teale Marchette is the Director of Client Engagement at Nevermore Crisis & Security
Advisors, where he serves as the firm’s primary point of contact for organizations seeking advisory
support in security, resilience, and risk management. His role is to understand client challenges,
identify alignment with Nevermore’s capabilities, and connect prospects with the right senior
expertise on the team.
Before joining Nevermore, Teale served nearly two decades as a U.S. Army Infantry Officer,
building a career defined by leadership under pressure, operational planning, and crisis
coordination in some of the most demanding environments in the world.
He commanded an Infantry Company, directed crisis operations across 13 countries as
Operations Officer for a Quick Reaction Force Infantry Battalion in Kuwait, and served as Senior
Information Operations Officer in Afghanistan, where he coordinated with Special Operations, CIA,
and multinational partners on information risk, influence operations, and threat mitigation.
His military career also included training Special Forces Counter-Drug teams in Guatemala,
directing large-scale deployment readiness for a 4,000-person unit, and demonstrating at a
multinational counter-drone symposium on emerging threat technology.
Teale brings this operational background to every client conversation — an ability to
assess situations quickly, communicate clearly, and move opportunities forward with discipline and

Ron Mann
Sr. Security Consultant
Ron Mann is a distinguished investigation, law enforcement, and security leader. With over
three decades of experience spanning military service, state law enforcement, and private sector
security, Ron brings unmatched depth and precision to every assignment. His career is defined by
discipline, integrity, and a results-driven approach to solving complex problems and safeguarding
clients.
Ron served honorably for ten years in the U.S. Army as a Staff Sergeant and later was
commissioned as a 1st Lieutenant in Armor. As a Criminal Investigator for the U.S. Army Criminal
Investigation Command (USACIDC), he led investigations into serious crimes involving threats, theft,
fraud, and internal misconduct. His responsibilities included interviews, interrogations, threat
assessments, and producing detailed investigative reports.
A combat veteran and helicopter crew chief, Ron also provided tactical and technical
support for Army aviation maintenance and safety. He served on the Secretary of Defense’s travel
protection team and held a leadership role as Executive Officer in the Louisiana Armor Unit 1/156th.
Following his military career, Ron joined the Louisiana State Police, graduating from a
nationally certified and federally recognized academy. His role as a State Trooper involved criminal
investigations, traffic collision analysis, enforcement of state and federal laws, and public safety
services. He is extensively trained in firearms, defensive tactics, restraint techniques, and
emergency response protocols. His courtroom reports and testimony consistently met the highest
standards of accuracy and professionalism.
Ron’s unique background enables him to approach criminal investigations from both
prosecutorial and defense perspectives. He has investigated cases involving homicide, sexual
assault, arson, fraud, and other high-level crimes. With a firm belief in the right to a strong
legal defense, Ron applies his deep knowledge of legal procedures, court systems, and public records
to uncover facts and support just outcomes.
